Above post talks about non-availability of buffer manager in MonetDB. Has this changed?

I am no developer but I guess it has not changed. The operating system makes swapping if you don't have enough ram. Buffering/Caching is complicated and not needed in BI context. So if you want to analyze (big) data you need a good hardware infrastructure.
