Giving the full path worked.
Windows does support < (and >) file redirection, but that is not the
issue. The \< syntax only works from within mclient.
It seems that mclient can't find the file. How did you start mclient?
You may have to first change to the directory where both mclient.bat and
voc.sql are located. If you're doing this from a cmd window, do this:
cd "C:\Program Files\MonetDB\MonetDB5"
mclient.bat -lsql voc.sql
Alternatively you can try giving the full path name to the \< command
inside mclient:
\< C:\Program Files\MonetDB\MonetDB5\voc.sql
