A more helpful reply: look at buildtools/doc/windowsbuild.rst which is part of the source tree. Building on Windows is not for the faint of heart. You need to do a lot of preparatory work in order to get a usable environment.
4 - I tried to use "Visual Studio 2012" to open the project "MonetDB" but I have not managed to do. see above
