yes, the commands execute a script, which sets paths correctly. locate them to see what is required to properly run both. Especially, if you have manually moved folders around or changed permissions.

To help you any further, (sorry for repeating myself), we'd need to know the exact error message, or at least the paths/names of DLLs that are not found.
